All of the admins who are also active developers usually have joint ownership of the organization. About 90% of them hide their ownership though.
You're right - the OUV2 plugin has kind of been stagnant in development

I understand what you're trying to solve with this: the problem if someone wants to become a moderator but doesn't think he/she has what's required to become a staff.
I'd say we solve this by allowing the 1st place person step down to mod? (And for that matter any staff member who'd rather be a mod.)

Personally what I would do is I would first give the first place nominee to step down, in which place staff is handed to second place. Repeat, and if third place doesn't want it then just give it to whoever's least reluctant. I wouldn't have existing staff step down to mod though as they will probably already have SSH experience.

So if someone comes in first, they get to pick what position they want, the second place person gets the next pick, and third place gets the last open spot no matter what it is (unless they turn it down).
