Arrows don't register hits between plots so I launched happy minecarts over the highway instead. 4 bit per cart decoder/register in the lower left.

Update: ctjet showed me how to get 3 bytes per cart, and I think I can squeeze even more in.

I know how to squeeze even more into a minecart.
Also in 1.11 I will be able to make Minecraft memory practical

A cart full of shulker boxes holds 729 bits, over 90 bytes.
If we assign 3 other possible items to each of those 27 slots we can double storage to 180 bytes.
A 20x20x20 cube of shulker boxes in carts holds a megabyte.
We're going to need a better keyboard.

(I even have a proof of concept with 16 bits stored in one cart)
