Yes a collision will cause a packet drop though this is unlikely. Also it's 32 bits not 31.
There should be an option of whether to acknowledge and check and do loads of pings or not depending on the kind of data you want to send - much like in real life, TCP and UDP.
From what qwers protocol is suggesting, once it's validated that a connection works it's no longer possible for packets to collide.
Is this correct? Because to me that doesn't sound very correct.

No, that's not true. packets can still collide when someone else sends something while the two others are still "communicating"
