So, this is probably a bit late, but you're not necessarilly correct on "no plugins"... just probably not the plugins you're used to.
There is a modding framework, called Fabric, with a couple sets of mappings covered via the yarn project that's been tracking the snapshots and updating within a short period of the snapshots coming out, with the idea being that developers can start porting their mods to snapshots before the final release comes out. If you found a set of server administration mods for fabric, those may be usable, but you certainly won't be able to use stock bukkit plugins. (worldedit, for instance, is available for fabric, but doesn't appear to specifically support the 1.15 snapshots. doesn't mean it wouldn't work due to the intermediate mappings, etc...)
