my suggestion is vanilla, but with a border to encourage people to build close together. The border would preferably also affect the nether. I would also try to encourage people to build roads and a town, but I have no idea how that's going to go down. Somobdy will have to take responsibility for it. Maybe an increasing border to allow for branching out once they have settled in the town.
