What are the guidelines for us?

e.g. are mods/nominees allowed to vote?

can we only vote on the categories that don't affect us? (this makes sense to me)
(mods voting nominees->mods, nominees voting mods->admins)

talked to multiple people about this and it seems everyone is simply voting on every category. I think setting limitations/guidelines to voting is only going to make it more complicated and would lead to failiure to uphold these guidelinesl

anyone can vote for anyone, including yourself... making this the other way around, has lef to way to many people NOT following the guidelines in the past.
