I was wondering if someone had a redstone computer that they would let me use to make a os for. That would boot up off of a usb that will be based off of Chibill's item memory

Certainly, not what most redstoners have in mind. Most of the things that the standard specifies do not even apply to minecraft.

It's like saying 'I made an i7 in MC!' whilst you made an entirely different kind of CPU altogether. USB is specific to a product, maybe MinecraftDataProtocol
