For the first video -- A few things I can think of being the issue here:
1. The repeaters are on a chunk border
2. The build is facing a different direction on the different servers
For the second one, I'm not too sure. It's probably got something to do with messy block updating mechanics.

For the second one, I think it has something to do with buggy behavior with short pulses, torches and block updates. I would test if putting a piston or something to update blocks leads to more reliable behavior.
