Although resetting the map is a good opportunity to change things up, I don't think we should do full on factions OR locking chests/economy plugins. I think the punishments could be relaxed to stop people expecting every diamond they deposit to be monitored 24/7, but it should still be trust based. I think it works well as it is because people are able to do PvP if they want, while people can share chests easily also. Maybe you could add a plugin for PvP management but do not remove it entirely. If there is another way to resolve the issue, a ban isn't needed. At least find some way to allow minor/non-destructive practical jokes. Bans can still be used for times when someone has repeatedly/intentionally bothered someone, but the punishment, if any, should be handled on a case-by-case basis.
