So I decided to check if I could stream to twitch, just for lols. Downloaded the twitch speed test thing, it required a DLL from some Microsoft runtime. Took about 20 minutes to download the x64 version, but it ended up requiring the x86 version so another 20 minute download. Test failed to download twitch ingest file. Decided to just download OBS and have a friend tell me if the video quality is OK. OBS took 2 hours to download. Configured some setting, got the friend, ran a test, configured the settings some more, and it ran as smooth as butter (according to the friend). Uploaded at 1280x1024 at 30fps.

The reason I say according to my friend is because I can't verify for myself when my download is capped at 17kbps. Even when I have data, my download is about 1mbps. Why u no let me download Cricket? ;-;

Try testing with testmy.net speed test drops your worst scores and also averages them.

I used testmy.net before but I lost the results and don't feel like retrying it. I remember it took over 5 minutes to download 6mb and less than 5 seconds to upload lol.

this is being limited by something, are you running powerlines? The first time i used powerlines in my home it did this but now after waiting like a month they decided to start working normally. i will say they still bottleneck my internet as it looks on my chart that only 26 mbps can be transferred over the cable. http://www.speedtest.net/my-result/5639867390
