What does the thing do?: It Generates A 12 By 12 Square Of Cobble And When It's Full A Device Will Blow Part Of The Square Up

The creation you've shown does not demonstrate adequate knowledge to join the build server. I would recommend joining the school server instead, to learn some more about digital logic in redstone before applying to the build server. Take a look at some accepted applications to give you an idea of what you need to know.
