Current Circuit Simulator - Legofreak - 02-23-2014 https://play.google.com/store/apps/details?id=tobbe.android.current found a neat app for android. it kinda looks like a redstone sim but it has logic gates and and a few decoders. It even seems to run on a tick system. the UI isnt the greatest and it can be buggy at times but the guy apparently has a beta version hes constantly updating. But I'm assuming you mean on application-level, and for that you'd need a web-service to keep track of it.
