The thing is though, there is no corresponding existing user with that same ip (I expected xray or some other troller (me)). So... this is actually a legit application? :/

I only have made 2 other accounts, Guy0987654321 and XCoD_RayX.
And TotallyNotTheRealXrayDoc from the old forums.
I sincerely hope this isn't a real application, as the creator hasn't responded.
