Hawkeye isn't OREUtils; its an plugin that isn't installed on the server (yet).
Thank you all for the feedback; now we know on what to focus on atm.
/i has incorrect perms, I can't use things like enchantments and names
(ran into this on the temp server if it is any different)

Again, not OREUtils, those are essentials permissions.
